Free developer org: 100 MAU, all features (developer.okta.com). Manual signup but no payment required. Users/Groups/Applications APIs comprehensive. Client credentials flow for M2M (agent-to-Okta). Custom auth policies and MFA via API. Okta Actions (serverless functions) run in auth pipeline. No agent signup — requires human through wizard. Often unavoidable in enterprise. Good for agent integrations within existing Okta-based IAM.
